Law on Financial Regime and Property Management at Sub-National Level

I received an update that the draft of this Law was approved by NCDD on 16 November 2010. It is under review by Council of Ministers and is to be submitted to the National Assembly and the Senate in the coming months. There are some inconsistencies between the Organic Law and the 2008 Law on Public Financial System. The later provides more centralist approaches to the approval, implementation and supervision of budgets than the former which allows for more autonomous fiscal management under elected councils. It may be possible to resolve differences through the proposed draft law above.
